Role Overview
We are looking for a Senior Finance Manager based in Hargeisa, with significant travel across CARE offices in Somalia & Somaliland. This role involves efficient financial planning, management, and reporting, ensuring compliance with CARE and donor regulations.
Key Responsibilities
Accounting & Reporting (30%)
- Ensure financial systems are effective and properly used.
- Oversee year-end closure processes.
- Manage treasury and cash operations, promoting digital payments.
- Ensure accurate payroll and staff benefits accruals.
- Ensure timely and accurate financial reports.
Budgeting & Control (25%)
- Oversee country-wide budget development and implementation.
- Review and sign off on proposal budgets.
- Regularly update the master budget and monitor cost recovery efforts.
- Conduct strategic risk assessments and maintain donor relationships.
Audit Management (20%)
- Ensure timely statutory, internal, and donor audits.
- Plan and prepare for audits, ensuring compliance with agreements.
- Review audit reports and address recommendations.
Staff Management & Capacity Building (20%)
- Ensure the Finance Team is well-staffed and trained.
- Develop staff through clear roles, feedback, and performance management.
- Strengthen financial management skills of staff and local partners.
Other Responsibilities (5%)
- Additional duties as assigned.
Qualifications
- Bachelor’s degree in Accounting, Finance, or Business Management.
- CPA or ACCA certification.
- 7+ years in developmental/humanitarian finance roles.
- 5+ years as a Senior Finance Manager or equivalent.
- Experience with multiple donors and financial software applications.
- Strong analytical and problem-solving skills.
- Excellent computer skills (Word, Excel, PowerPoint).
- Excellent facilitation skills for training sessions.
