Job Overview
You’ll oversee the financial, administrative, budgetary, and HR functions for IOM Mogadishu. Reporting to the Chief of Mission and Head of Resources Management, you’ll also support staff in sub-offices.
Key Responsibilities
- Financial Management: Monitor and manage financial activities and expenditures. Prepare budget reports and financial analyses.
- Treasury Management: Forecast cash flows, control fund disbursement, and ensure compliance with donor agreements.
- Budget Preparation: Assist in creating budgets for new projects and programs.
- Internal Controls: Strengthen internal controls to safeguard assets and prevent fraud.
- HR Management: Handle recruitment and personnel administration, ensuring adherence to HR policies.
- Supply Chain Management: Oversee contracts, vehicle fleets, premises maintenance, and support services.
- Coordination: Liaise with Legal Affairs and Global Procurement for agreement reviews and approvals.
- Supervision: Train local staff on administrative and financial policies. Manage ICT staff compliance.
Skills and Qualifications
- Education: Master’s degree (5 years of experience) or University degree (7 years of experience) in Finance, Accounting, Business Administration, Management, or related fields. CA, CPA, CIMA, or ACCA is a plus.
- Experience: International experience in financial and HR management, supervising administrative controls, and using corporate IT systems.
- Skills: Knowledge of IOM/UN finance and HR procedures, advanced Excel skills, familiarity with IPSAS and SAP.
Languages:
- Required: Fluent in English (oral and written).
- Advantage: Working knowledge of Somali.
