Job Context
Under the direct and overall supervision of the Information Technology Officer, the incumbent will implement activities related to information management and systems’ development. This role includes administration, maintenance, and troubleshooting of all IOM applications in Somalia.
Core Functions / Responsibilities
- Define user requirements, analyze business processes, create prototypes, and design, code, test, and deploy .NET applications.
- Manage and maintain .NET applications, ensuring optimal performance and security.
- Train users and support the application’s configuration, administration, monitoring, maintenance, and security.
- Create and manage database objects for applications and reports.
- Implement software development SOPs and respond promptly to user support requests.
- Maintain data confidentiality in line with IOM’s data protection rules.
Required Skills and Qualifications
Education:
- University degree in Computer Science or a related area with four years of relevant experience, or
- High School diploma with six years of relevant professional experience.
Experience:
- Minimum four years in .NET software development and two years in developing web-based applications.
- Experience with international agencies in complex settings is preferred.
Skills:
- Proficiency in C#, .Net Framework, and Microsoft SQL Server 2008 or higher.
- Ability to develop SQL Reports and use SSMS effectively.
Languages:
- Fluency in English and Somali (oral and written) is required.

Other Information
- Appointment is contingent on funding confirmation and medical fitness certification.
