Role Overview
The WASH Officer, based in Hargeisa, Somalia, will report either to the Chief of Field Office or a WASH Specialist for supervision. This role involves providing significant technical, operational, and administrative support throughout the WASH programming process. The officer will manage various tasks related to the development, implementation, and monitoring of WASH initiatives, focusing on enhancing team capacity and achieving strategic goals within the country’s WASH sector.
Key Responsibilities
- Programme Development and Planning:
- Contribute to the situational analysis for WASH and compile data to inform WASH-related strategic planning.
- Prepare and review technical documents, such as bills of quantities and engineering specifications.
- Programme Management, Monitoring, and Delivery of Results:
- Collaborate with partners to discuss implementation issues and monitor progress.
- Manage resources efficiently and adhere to organizational standards.
- Technical and Operational Support:
- Initiate and support the establishment of water supply systems in vulnerable areas.
- Provide technical and operational guidance to partners on implementing UNICEF’s WASH strategies.
- Humanitarian WASH Preparedness and Response:
- Prepare for emergencies by ensuring all supplies and agreements are in place.
- Networking and Partnership Building:
- Build strong partnerships with government and non-government stakeholders to facilitate programme implementation.
- Develop advocacy materials to raise awareness and secure funding for WASH programmes.
- Innovation, Knowledge Management, and Capacity Building:
- Support the development and documentation of innovative practices in the WASH sector.
- Enhance personal and team knowledge of the latest WASH developments and practices.
Minimum Requirements
- Education:
- University degree in civil engineering, public health, environmental engineering, or a related field. Postgraduate courses in water management are a plus.
- Experience:
- At least two years of professional experience in WASH-related programmes in developing countries.
- Familiarity with both developmental and humanitarian aspects of WASH interventions is preferred.
- Language Requirements:
- Fluency in English is mandatory. Knowledge of additional UN languages or local languages is beneficial.
